Producing a VNR is a holistic process that is more than its final outcome. It is a journey that engages societies and countries in the implementation of sustainable development goals. The VNR is at its best a tool for engaging numerous stakeholders; it is also a communication tool both domestically and within the UN framework. The planning of the report should begin at least a year in advance, and its execution at least 7 months before the deadline.
Even though the ownership of the process and the VNR needs to lie in the hands of national officials and stakeholders, external support for the planning and putting together the report is often needed. People working for the Finnsus have been in key roles in the process of planning and comprising the VNR of Finland in 2016 and 2020, and participated in reviewing and assessing the reports of other countries.
